Criminal Laws Criminal law , as distinguished from civil law , is a system of laws concerned with punishment of individuals who commit crimes . Thus, where in a civil case two individuals dispute their rights, a criminal prosecution involves the government deciding whether to punish an individual. It proscribes conduct percieved as threatening harmful or otherwise endangering to the property, health, safety and moral welfare of people inclusive one's self. The laws are enacted by the legislature. Criminal laws includes the punishment for those who have broken these laws.
